Over 15,000 green certificates traded in first June session

The number of green certificates traded in first session of June 2012 on the Centralized Market of the Green Certificates amounted to 15,200 units, with 8 offers to buy and 26 to sell, according to data released by the energy market operator OPCOM.

The closing price was 242.90 lei per certificate. Since the beginning of the year, 340,903 green certificates have been traded on the green certificates market.

The green certificate is a document for an amount of 1 MWh of power produced from renewable energy sources. The eligible renewable energy sources to attend the Green Certificates trading scheme are the hydro energy used in hydro power stations with an installed power of 10 MW to the utmost, wind, solar, geothermal energy and the associated gases such as biomass and biofuels.

The mandatory annual amount for 2012 is 8.3 percent of the power delivered by each supplier to the final consumers. The level of the national targets regarding the percentage of power included in the final consumption for 2015 and 2020 is 35 and 38 percent respectively.

 

According to Ana-Maria Ghita, Attorney-at-Law at WOLF THEISS SI ASOCIATII, “ Overcompensation is defined by Law no. 220/2008 as the situation under which a RES-E technology, qualified for GCs support scheme, yields 10% over the approved internal rate of return for that respective technology. Overcompensation is caused by the improvements of the factors which contribute to the development and exploitation of RES-E production units (e.g. costs of technology) and is to be implemented following the enactment of a government decision."

"As per the currently applicable enactments, the first reduction of green certificates due to overcompensation should apply as of January 1, 2013. As per the recent declarations of the president of the Industry Commission of the Romanian Chamber of Deputies, the application of the green certificates reduction due to overcompensation is likely to be postponed until 2014 for the photovoltaic resources, respectively until 2015 for all other resources (including wind). The enactment of such legal amendments will give a strong and positive signal for Romanian renewables industry”, Ana Maria Ghita said during the international conference East Europe Wind Summit", organized by Lnoppen in Bucharest.
