Infrastructure : CNADNR bids for the execution of Comarnic-Predeal and Predeal – Cristian on the Comarnic –Brasov highway
CNADNR organises the bid for the planning and execution of Comarnic-Predeal and Predeal – Cristian as well as for the linking road on the sector Comarnic-Brasov, estimated at 316.69 million lei and 380,02 million lei without VAT, according to an announcement for participation posted by the company on the site of the Electronic System for Public Acquisitions (SEAP).
For getting the contract entitled ‘ Drafting and execution Autostrada Bucuresti – Brasov, sector Comarnic –Brasov, ; part one – Comarnic –Predeal, km, 111+300 – km 115- 300; part 2 : sector Predeal- Cristian km 162 + 300 – km 168 +600 and Linking road ; will be bidded and the criterion will be the lowest price.
In the case of part 1:Comarnic – Predeal km111+300 – km 115+300, the estimated value for the contract being 166.86 million lei without VAT and includes the sum of 7.77 million lei, without VAT, representing different expenses as 5% of the estimated value without site organisation).
‘The contracting authority opts for the acquisition of new works and or services similar in conformity with the provisions of art.122 of OUG 34/2006from the bidder whose offer will be considered the winner in the present procedure for public acquisition as 20%, 33.371.182 lei without VAT respectively. The total estimated value ( including the later acquisition of new works and/or similar services) – 200.,227,091 lei without VAT ‘ is mentioned in the CNADNR announcement.
The estimated value for the part2 – sector Predeal – Cristian, km 162 + 300 – km 168+600 and the linking road is of 149.84 million lei without VAT and includes the sum of 7.004 million lei, without VAT, representing various expenses as 5% of the value.
‘The contracting authority opts for later acquisition of new works and /or services similar in conformity with the provisions art.122 lit.j of OUG nr. 34/2006 from the bidder whose offer will be the winner in the procedure of public acquisition as 20%, 29.967,441 lei respectively without VAT. The total estimated value (including the later acquisition of new works and/or services)- 179.804.645 lei without VAT’ according to the announcement.
The works must be finalised in 72months since the signing of the contract.
The contract is not part of a project/programme financed from community funds.
The deadline for the bids or requests for participation is 2September 2015, at 11:00 and the bids will be opened at 13:00.
CNADNR announced in June that they gave up the attribution of the concession contract for Comarnic-Brasov to Vinci-Strabag-Aktor with the reason that the bidder did not offer the necessary funds and the financing from the state budget would have affected the budgetary position of Romania.
‘After the finalisation of the negotiation for the attribution of the concession contract with Vinci-Strabag-Aktor, CNADNR SA announces the annulment of the procedure for the attribution of the concession contract for public works for the drafting, construction, financing, operation and maintenance of the highway Bucurestti-Brasov, part Comarnic –Brasov’ the press release says.
According to the document, the concession contract is made according to the methodology Eurstat ‘ on government balance sheet’ ( the financing enters in the budgetary deficit ). ‘ Under these conditions, and taking into consideration the significant cost of the project, as the Contracting Authority (CNADNR and the ministry of transport in 2012) signed the contract with the bidder considered winner this would have led to the breaching of the commitments which Romania pledged to follow with EC, IMF and the World Bank as regards the budgetary deficit target’ the press release says.
Under these conditions, the bidder declared winner did not manage to get the involvement of the international financial institutions (BEI,BERD,IFC,etc) to finance the project of concession. On the other hand, if the financing had been totally private, the costs of financing for the project would have increased, CNADNR says.
According to CNADNR, the highway sector Comarnic-Brasov is divided in 5 parts, part 1 and 5 (starting Comarnic and Brasov respectively with a total length of approximately 10 km plus linking roads) will be bidded with state financing.
‘For sector 2, 3 and 4 which represents the most difficult part of the project will be bidded for the updating of the geotechnical studies, with financing from the state budget. In parallel, for the easying of the traffic on DN1, there are under study studies of feasibility referring to the variants to avoid Comarnic and Busteni. After the finalising of the studies, the works will be bided with financing from the state budget. For the easying of traffic, at the exit of Sinaia to Brasov,there will be built a roundabout. At the same time,the feasibility studies regarding the variant to avoid Campina,the modernisation of the existing road on Valea Doftanei (DJ1021) and the dirt track to Sacele, so that,in 2016 the works to be started to have a modern road between Campina and Sacele’ the CNADNR press release says.
The total length of the highway Comarnic – Brasov is 58 km,and the estimated valuefor the intervention is of 997 million euro without VAT, 1,237 billion euro with Vat respectively.
