Works at the unit 5 in Cernavoda will be stopped
The works at the unit 5 in Cernavoda will be stopped, so that the destination and the use of the space and the structures already made will be changed for the safe use of units 1 and 2, as well as for the improvement of the response of the power plant in case of severe accidents, according to a draft decision of the government, published on the site of the ministry of economy. The financing of the activities for the change of destination and the use of spaces will be made out of the Nuclearelectrica’s own resources.
“This draft decision has an impact on the general budget both on short term and long term, contributing to the balance of the payments and savings by the accumulation of income taxes and the increase of the budget for social security by the accumulation of the insurance contributions, both for the execution personnel and for the exploitation personnel for the new units to be built by the beneficiary Nuclearelectrica SA. The financing of these objectives necessary for the safe exploitation of unit 1 and 2 and in the future for unit 3 and unit 4, including for the improvement of the response of the power plant at severe accidents, will be made by SC Nuclearelectrica SA out of their own resources. The expenditure of the beneficiary will be diminished due to the use of the value of consumed investment, by the use of existing structures on the premises of the unit 5” the foundation note says.
The Cernavoda power plant was initially designed ( in 1978) to have four units CANDU 6 of 706.5 MW each, profile which was extended to 5 units.
In HG no750/1990 the study for the objective “ the power plant Nuclearelectrica Cernavoda 5x700 MW” was approved. The main characteristics, the technical and economic indicators, the use of the 5 units were specified in the annex to the decision already mentioned. Later, this decision was amended with HG no.341/1993.
At present, on the site of CNE Cernavoda function unit 1 and 2, units 3 and 4 to be finalised at the level of 2019 and 2020 respectively and unit 5 to be stopped.
The finalisation of units 3 and 4 is part of “ the national energy strategy for 2007 – 2020” as well as “ the proposal for the energy national strategy for 2011 – 2035” of the ministry of economy. The two units Candu will be built in accordance with international standards for new nuclear plants and will assure almost 11 TWh starting with 2019.
