Officially : The likelihood of reactors 3 and 4 to be built with Asian companies is very high
The likelihood that nuclear reactors 3 and 4 of the unit in Cernavoda to be built with Asian companies is ‘very high’ according to the state secretary in the ministry of economy Rodin Traicu.’The likelihood (the construction of the two reactors with partners with Asia) is very high’ Traicu stated for Mediafax.
According to him, Romania meets all the requirements of the investors regarding the predictibiliy of the development of the projects, as the government in Bucharest adopted all the regulations required by the European Commission.
‘Romania adopted the package three on energy, which translates all European directives. This is what any investment does in Romania as it does in any European country. In the meantime something good happened. I think that foreign investors trust the project to change the conditions. An investor does not come on trust, but on the basis of a ‘business plan’. If the legislation is unique, European, the conditions here are absolutely identical to other countries’, Traicu said. The project of the construction of the two nuclear reactors evaluated at 4 billion euro was initiated in 2007. From the project company, EnergoNuclear there was Enel (Italy)ArcelorMittal România, Nuclearelectrica, CEZ (the Czech Republic), RWE (Germany), Iberdrola (Spain) and GDF Suez (French-Belgian group).Dissatisfied with the evolution of discussions, CEZ, RWE., Iberdrola and GDF gave up the investment at the end of 2010, so that the ministry of economy got to own 80% of the project.
After their withdrawal from the project of the four companies, the project stopped as Germany did not succeed in getting other partners in the project. From EnergoNuclear are alos Enel (Italy) and ArcelorMittal Romania.
Traicu stated at the end of October that a Chinese company could insure 40% of the financing of the reactors 3 and 4 as well as companies in China are interested to get involved in energy projects of over 3 billion dollars in production units of electricity in Romania
