Mihnea Constantinescu: it is necessary to finalise the national energy strategy
The energy diplomacy depends, firstly, on the domestic credibility of the sector, stated on Wednesday ambassador Mihnea Constantinescu, coordinator with special tasks for the energy security at the ministry for foreign affairs, who pleaded for the fast finalisation of the national energy strategy.
‘The energy diplomacy is not the beauty salon of the Romanian energy, it is an instrument through which the strategic objectives which we propose on the domestic level as regards the sustainability of the Romanian sector can be better promoted and harmonised with the objectives of the EU market. I think it is essential from this point of view to say that the energy diplomacy depends, firstly, on the domestic credibility of the energy sector’ stated Constantinescu at the debate’ Energy security of the EU.Romania’s participation to the Energy Union’ organised by the European Institute in Romania.
According to Constantinescu, the domestic credibility of the energy sector relies on three pillars at least.
‘Firstly, through the existence of an institutional, professional, competent capacity and here we think we have much to invest’ he explained.
According to the official, ANRE is not the only institution which should play the role of important actor as regards the decision or the development vision of the energy sector in Romania.
Mihnea Constantinescu said that the second essential matter is the stability and the predictability of the legislative framework in the domain.
He underlined the importance of predictability and stability of the legal framework in general, showing that in this way investors are drawn, trust is given to the business environment.
Constantinescu added that the third pillar of the credibility of the energy sector is ‘clarity of objectives’. ‘ Unfortunately, nobody has insisted today on the need to finalise the national energy strategy (…). Without a clear target as regards our agenda for the next decade, our agenda reported to the objectives of the EU, as the energy union of the EU is the topic of our discussion, it will be very difficult to promote externaly the credibility of the energy sector’ the MAE representative said.
According to him, an element which should not miss in the diplomacy actions regarding the energy sector is ‘ the energy players’.
‘Without any doubt, they can contribute through their projects, through the way they commit to assuming important, regional projects (…). Without them, in fact, and without the consultation and the support for the big regional or European visions, the sustainability of these visions, I think, could not be taken to an end’ Constantinescu said.
