Informative session about the Conference on Climate Change to be held in December in Paris

Building a new energy group at Rovinari power plant will make Romania deepen its coal dependence, Ioana Ciuta, energy campaign coordinator within the Bankwatch network, told a Thursday's specialist debate related to the Conference on Climate Change that will take place in December in Paris. 

"The essential problem of the Rovinari project is that in Romania, there is overcapacity, and a new group at Rovinari means that this energy will be exported. Romania's participation in this project is very low, somewhere at 16pct, which means that during the entire lifespan of the project, the main beneficiary will be the Chinese state. Basically, only one third of production represents the demand in Romania. Implementing such a project would only deepen Romania's coal dependence. We need to see how to reduce this dependence. Romania is in a fortunate situation compared to the other countries in the region, though," said Ciuta. 

According to the Bankwatch representative, one of the trends on the energy mix in Romania would be phasing out energy sources high emission contents. 

In early September, the Ministry of Energy, Small- and Medium-Sized Enterprises and Business Environment was mandated by the Government, under a memorandum, to exercise the voting right in the General Assembly of Oltenia Energy Complex (CEO) Shareholders, in view of setting-up the company that will implement the project for building a new 600 MW power group at the Rovinari Branch of the CEO. 

According to the Government, the project of 'Green / Brown Field' type will be implemented by a joint-venture company with the participation of China Huadian Engineering Co. Ltd. (CHEC), with an initial contribution in cash of at least 30pct of the total capital investment, and the CEO, with contribution in kind (land plots and buildings). 

The total project, estimated by the feasibility study, is 847.639 million euros, with a recouping period of the investment of approximately 12 years and a lifespan of 30 years, with the commissioning being scheduled for 2019. 

The Bankwatch Romania Association, Greenpeace Romania, 2Celsius and the French Cultural Institute held on Thursday an informative session about the Conference on Climate Change to be held in December in Paris.
