European Commission recommends Romania to improve energy efficiency and to further deregulate energy prices
Further deregulation of gas and electricity prices, enhanced energy efficiency, improving cross-border power grids integration and accelerate the implementation of projects for the interconnection of the gas networks are among the recommendations of the European Commission (CE) for Romania in 2013, released on Wednesday.
Another recommendation for Romania is to promote competition and efficiency in network industries, by ensuring the independence and capacity of the national regulatory authorities and by further reform the corporate governance in state-owned enterprises in the energy and transport sectors.
EC also recommends the adoption of a comprehensive and long-term plan in the field of transport and improvement of the broadband infrastructure. Also, the EC says that Romania should strengthen governance and quality of institutions and public administration, particularly through enhanced strategic and budgetary planning and increase the professionalism of civil servants through a better management of human resources.
Also, Romania should significantly improve the quality of legislation, make further efforts to ensure a faster absorption of EU funds, in particular by strengthening the management and control systems and by improving procurement procedures.
Improving and simplifying the business environment by reducing the administrative burden for SMEs and implementation of an effective strategy for e-government, as well as easing and diversifying access to finance for SMEs, are some other targets that Romania should take into consideration.
Finally, another recommendation is to intensify efforts to improve the quality and independence of the judiciary system, and its effectiveness in terms of solving the cases and of combating corruption.
