Telecom. IT: ANCOM plans for 2021
In December 2020, the Authority for Administration and Regulation in Communications (ANCOM) published, as it is customary every year, the Action Plan valid in 2021 for public consultation.The main 2021 projects refer to: including provisions of the European Code of electronic communications and the organization of tenders for granting the right to use frequencies used for the supply of public networks and broadband electronic communications services in quarter 2. The document also includes projects concerning the implementation of the Infrastructure law and the review of the secondary legislative frame applicable to the electronic communications and postal service market.
The document points out the fact that until the end of quarter 1, 2021, ANCON intends to adopt the decision on organizing the selection procedure for granting rights to use the radio spectrum available for frequencies of 700 MHz, 800 MHz, 1500 MHz, 2600 MHz, 3400-3800 MHz for the supply of public networks and broadband electronic communications services , which involves establishing conditions of granting rights to use and regulations to carry out selection procedures.
Later on, there will be a selection procedure to grant rights to use frequencies, established for quarter 2, 2021.
At the same time, the Authority intends to analyze access conditions to physical infrastructure made with the participation or support of central or local public administration authorities or financed from public funds.
Besides future regulations, ANCOM intends to review the access services to higher quality fixed locations to re-evaluate the need for regulation measures and the decision on collecting statistic data in the field of electronic communications and its application.
Other important aspects have in view updating general authorizations for the supply of postal services, the evaluation of Regulations in the field of postal services over 2017-2020 and the elaboration of the strategy for 2021-2024 are the main projects that have in view the postal service sector.
