Verbund: Romania does not offer the best conditions for projects of renewable energy
Romania does not offer, at present, the best conditions for the development of investments in renewable energy, due to the delays of state companies in construction of some production units and political instability, stated the general manager of Verbund Romania, Ovidiu Pop. “ Unfortunately, at this moment, it is not possible to talk about investment possibilities. There needs to be continuity, professionalism in this domain. We need classic energy, as well, thermal power stations with quick start, so that the safety of the system is not endangered” Pop said when present at a seminar on renewable energies.
Pop reminded the project of the Tarnita hydropower station which is going to be built by the Hidroelectrica company. Hidrocentrala Tarnita would have the role to contribute to the balance of the national electricity grid, after building several wind parks. Hidroelectrica has been trying for several years to draw partners for making Tarnita, investment evaluated at 1.1 billion euro, but he couldn’t find any. Hidroelectrica got into insolvency at the end of June. The wind parks need electricity production units for regulation, taking into consideration that the energy produced is fluctuating and it could produce imbalances in the system.
“The colleauges in Hidroelectrica are in a more delicate situation, they did not fix their strategy regarding investment. The moment Hidroelectrica decided and the Verbund company revised their position regarding investment in Romania should come. For the moment it is certain that Verbund wants to finalise this investment in wind parks” Pop continued. Verbund finalised wind parks of 100 MW and has under construction other units of 100 MW power.
All the 200 MW would be finalised by December 2012, but due to the delays of such investment, the date was postponed for the first quarter of next year” Pop said. He added that Verbund would construct another park, of almost 60 MW but they did not decide yet, waiting to see the evolution of the economic situation in Romania.
Verbund group owned by the Austrian state announced in August that they wanted total investments of over 300 million euro in wind parks in Romania by 2013.
In Romania there are wind parks with a accumulated power of 1,500 MW, comparable capacity to that of two nuclear reactors in Cernavoda, of over 1,400 MW. The projects for wind parks drew investors, Romanian and foreigners and due to the help offered by the authorities to such projects through the system of green certificates.
