The energy strategy: the production of oil of Romania will drop and the costs for extraction will increase
The production of oil of the country will drop on a short and medium term, and the costs of production will be higher and higher, as the resources will come from depth, it is shown in the report of a meeting between the officials of the ministry of energy and the specialists in the domain, regarding the drawing up of the Energy Strategy of Romania 2016 – 2030 with the perspective of 2050.
According to Alexandru Patruti, expert in mineral resources and member of the Consultative Council for the elaboration of the energy strategy, as regards the domestic production of natural gas, perspective for short and medium term is one of dropping.
‘The gas resources in the Black Sea, in the situation where their exploitation is decided, will be available only with the allocation of considerable financial resources, which will lead to high prices of these quantities of gas, which will not relaunch the oil industry in Romania Although the exploitation works have happened for over 30 years in the area of the Black Sea, the exploitation of the gas has not started in the any offshore area’ Patruti said.
In his turn, the representative of OMV Petrom Adelina Dabu supported the fact that Romania produces at present an expensive oil, with significant investments. ‘ That is why, the new fiscal framework constitutes an important factor for the operators in the oil sector. The natural decline of the production does not allow the keeping of the present level without investments. The added value comes in this sector from the work places, especially in the areas of monoindustry.’
She added that an increase of a consumption of oil products is estimated separated from economic growth, opinion shared by Vasile Iuga, expert in PwC.
On the other hand, Gheorghe Ionescu, manager in Conpet, underlined the importance of the connection of the national system of transport to that of the neighbouring countries.
‘For Romania it is important to make the interconnection of the national system of transport (SNT) oil to that of the neighbouring countries , our country being able to play an important role in the transit of oil coming from the Caspian Sea or Iran t the centre and western part of Europe. SNT is in a good technological state, which allows this transit being able to transport the double of the quantities transported at present’ he added.
Nicolae Anastasiu, member of the Romanian Academy drew the attention on the fact that there is no correct evaluation of the potential of natural resources of the country:’ We don’t have a correct evaluation of the natural potential which our country owns, being necessary the existence of a Service of National Geology . The acknowledgement of the potential of natural resources which our country has is very important in the elaboration of the energy strategy, with the intervention of the research activity. As a result, the chapter Research could not miss in the future Energy Strategy’.
At the same time, Corneliu Condrea, general manager of the Department Oil and Gas in the ministry of energy said that there is no National Data Basis in Romania, as other countries have, which could keep information starting from the first exploitation works to the stage where each area goes to conservation stage,
Aristotel Jude, state secretary in the ministry of energy reminded the fact that the National Agency for Mineral Resources (ANRM) did not launch a round of bids for the areas available The last round of concessions took place between 2009 – 2010.
Another participant to the meeting, Mihai Spataru from ANRM said that the Agency was always open to collaboration with regards to the drawing up of synthesis works, being sufficient only one request to the ANRM. ‘ Even so, Romania is among the few European states with service secret concerning the natural resources, fact which makes it difficult to communicate; an amendment of the law is required’ he said.
Between 9 March and 15 April, the ministry of energy has a quality analysis of the energy sector, with the purpose of drawing up the energy strategy 2016 -2030 with the perspective of 2050.
