Photovoltaic panel capacity in Romania increases over seven times in S1
The installed capacity in the photovoltaic power plants registered a spectacular leap in the first half of 2013, being 7.6 times higher compared with the end of last year, according to Transelectrica data.
Thus, if on December 31, 2012, in Romania there were photovoltaic panels with a cumulated capacity of 49.3 MW, on June 30, 2013, facilities with a capacity of 378.5 MW were functioning.
The wind power parks evolved from 1,822 MW at the end of 2012, to 2,163 MW at the end of the first semester.
On the other hand, the situation has not changed much concerning the biomass facilities, the capacity of which went up from 39.7 MW, at the end of last year, to 43.2 MW.
Moreover, the installed capacity in the micro hydro-power plants from 425 MW reached 472 MW.
Starting July 1, 2013, the Government decided to postpone until 2017-2018 the granting of a number of green certificates for wind and solar energy and micro hydro-power plants. Therefore, the photovoltaic facilities starting July 1 receive only 4 green certificates per MWh, compared with 6 certificates previously received. The wind power facilities receive only one certificate out of two and the micro hydro-power plants, two certificates out of three.
Emergency Ordinance No 57/2013 provides the postponement of the granting of one green certificate for new hydro power plans with an installed power of maximum 10 MW, one green certificate for the wind power plants and of two green certificates for the solar power plants.
The recoup of the postponed green certificates will be done starting April 1, 2017, for the hydro-power plants and for the solar power plants and starting January 1, 2018, for the wind power plants, in tranches, by December 31, 2020, at the latest.
