Official: country's energy system needs annual investments worth billions of euros
Depending on the targets Romania commits to in Brussels, the country's energy system needs annual investments worth billions of euros, Radu Dudau, advisor to the Energy minister and manager of the project for the development of Romania's draft 2016 - 2030 Energy Strategy said on Thursday.
"Together with the selected consultant we are currently working intensely on the quantitative modeling of energy strategy data. The national energy system needs annual investments worth billions of euros for production, transport infrastructure, distribution, consumption, energy efficiency and so on. We want to come up with specific figures adjusted to various scenarios," Dudau told the Focus Energetic conference.
According to him, the consultants are looking into three scenarios, designed according to the energy policy targets Romania commits to at European level.
"One scenario analyzes the situation where Romania's current energy policy obligations end in 2020. The central scenario provides for the alignment with the European obligations, but we also have an ambitious scenario that makes way for clean energy and decarbonisation, yet we need to see what costs it involves," said Radu Dudau.
He underscored that, after analyzing these scenarios, the team that designs the strategy will establish a mix of energy sources for Romania, optimised in terms of costs.
Dudau also said that the draft of the new strategy will be released for public debate in early October and that the final document will be readied by the end of October.
A consortium formed by EY (formerly Ernst & Young) and Greek firm E3 Modelling P.C. won one month ago the bid for carrying out the quantitative modeling of the data that will be part of Romania's future 2016 - 2030 Energy Strategy.
The selected consultant will carry out the mathematical modeling of the data obtained in the public consultation process for the development of the Energy Strategy.
In July, Secretary of State with the Ministry of Energy Corina Popescu said the development of Romania's new 2016 - 2030 Energy Strategy is on schedule.
"The document will comprise guidelines to be followed and targets for the renewable energy sector, but it will not establish details because the result would then be thousands of pages. The role of the consultant is to conduct the mathematical modeling that will provide the foundation for the completion of the project," explained Corina Popescu back then.
The ministry official also said that the energy strategy will be detailed in the national plans to be developed later on.
The final document of Romania's 2016 - 2030 Energy Strategy that also envisages the horizon of 2050 will be published around September 15, 2016, by harmonising qualitative analysis with the data obtained by macroeconomic mathematical modeling as part of the quantitative analysis of the national energy sector, the Energy Ministry said in May.
The ministry launched for public debate the reports of the five working sessions held between March 9 and April 14, 2016 and which integrate information collected during the consultation process in the stage of qualitative analysis of the Romanian energy sector; some 300 specialists participated in the working sessions and had their proposals considered.
At this stage, the reports of the working sessions do not represent the strategic commitment of the Energy Ministry.
