EY Romania: starting with 1 January a contribution will be paid for the non-compliance with the annual obligation of collection of electrical and electronic equipment
The companies producers of electrical and electronic equipment (EEE) have three months left until the contribution which they pay, at present, for the non-declaration of EEE will turn into contribution for the non-compliance with the annual obligations for collection, draw the attention the specialists from EY Romania.
‘The waste from electrical and electronic equipment (EEE) such as computers, television sets, fridges and mobile phones are part of the waste with the highest speed in growth from the EU. According to the information published on the site of the European Commission, they will surpass the quantity of 12 million tons until 2020. As a result of the lacking management of the electrical and electronic waste, at the beginning of 2019 the European Commission sent to Romanian a letter of official notification with regards to the deficiencies in the adoption of the EU norms regarding DEEE, this being the first step in the case of starting the procedure of acknowledgement of non-compliance with the obligation. If Romania does not take measures in this sense, the European Commission can decide to send a notification to the European court of Justice and impose financial sanctions. In this context, it is important to remember that the companies have less than three months until the coming into effect of the contribution for the non-compliance with the annual obligation for collection of electrical and electronic waste’ Daniela Neagoe, senior manager in International trade, fiscal and judicial assistance in the EY Romania says.
According to the consultants, at present, a contribution of 4 lei/kg, 20 lei/kg respectively (for lamps) is due for the difference between the quantities of electrical and electronic equipment (EEE) stated as being introduced on the national market and the quantities discovered by the Administration of the fund for environment (AFM).
Starting with next year, this contribution for the non-declaration of EEE is changed into contribution for the non-compliance with the annual collection obligation.
At the same time, starting with the same date, the producers of electrical and electronic equipment will be obligaed to register online in the National Register for EEE producers.
Between 2017 – 2020, the rate of collection which should be met by the producers of electrical and electronic equipment is 45%. Another change will come into force starting with 2021, namely the collection rate with grow to 65%.
