AFM: Number of PV systems installed for individuals will exceed 130,000 nationwide
The number of photovoltaic systems installed for natural persons, at national level, will get at 130,000, once the finalization of this year edition of the programme ‘The Photovoltaic Green House’ stated on Thursday in a press conference, Andrei Antipa, vice-chairman of the Administration of Environment Fund (AFM).
‘We deal with the famous programme ‘The Green House’ (…). We are practically at the third edition, we hope it could be the best organized. For the programme this year, with two billion lei allocated, we transferred the responsibility of the analysis to the installers, so that we can install the programmes as soon as possible, and prevent difficult processes for checking. Today (Thursday, 22nd June o.n.) the last development region has been finalized. We have tried to divide (the programme, o.n.) into development regions and that is why there are several application sessions, so that the programme is spread equally at national level and avoid forcing the grids as they are overloaded already. When the programme is finalised, we will manage to introduce, as proposed, somewhat 80,000 new photovoltaic systems at national level, and together with the others from the previous sessions we will get over 120,000 – 130,000 photovoltaic systems for natural persons, at national level’, said Antipa, at the PRIA Renewable Energy conference.
Asked why the principle ‘First come, first served’ is used in the selection of the programme ‘The PV Green House’, the AFM representative mentioned that this is a European principle.
"First come, first served" is a European principle, not a Romanian one. It is used in Romania very often, because it is very difficult to find the system, especially for natural persons. What criteria do I use to determine whether certain natural persons qualify or not? I have limited administrative capacity... To make a concrete assessment on individuals, where there are hundreds of thousands of applicants... The last session ended today, at 9:10 there were 500,000 hits. Last week we had 3,800,000, the AFM website was attacked and held up surprisingly well. That's a lot of requests. We can't evaluate that stuff, because it's not relevant anyway. We can allocate them nationally so that we don't overload the grid, but to put selection criteria for individuals is unjustified," says Andrei Antipa.
