Healthcare: CNAS: 8.5 million Romanians contribute to the fund, but18 million benefit from medical services
President of the National Health Insurance Office (CNAS) Radu Tibichi said on Thursday that 8.5 million Romanians contribute to the fund, but 18 million benefit from medical services.
"Inflows to the fund are about 20 billion lei, and the amount has just a minor upward trend from one year to another, whereas the need for funds to spend is much higher. The revenue-to-expenditure balance of the Health Insurance Fund runs a deficit of around 6 billion lei, a deficit subsidized from the state budget. The amount pinpointed for this year in the health insurance budget is 26.6 billion lei, of which 1.6 billion are for social assistance spending, specifically money spent on sick leave. There's an issue here too, the 0.85 percent contribution does not cover social security spending, therefore there's an annual deficit of about 200 million lei which is being subsidized from the state budget. Speaking of medical services, the reference amount is 25 billion lei," Tibichi added.
According to him, there are hospitals in the country that no longer meet the demand for of health services and which can be repurposed and "transformed" into outpatient or specialized centers.
"There are many facilities which no longer meet today's requirements and needs for medical care, they have to be repurposed, redesigned, maybe transformed from hospitals into outpatient and specialty centers. We must concentrate the money where work is being done and where it is truly needed," said the CNAS representative.
