CNAIR: in 2017, there were only 15.4 km of highway for use, other 21 km are almost ready
The National Company for the Administration of Road Infrastructure (CNAIR) received 15.4 km of highway, the total length of the roads of high speed getting to 748.Other 21 km are almost finalised, but they are not for use yet, announced on Sunday in a press release CNAIR.
‘In March 2017. CNAIR SA received the first 15.4 km of highway of this year, on the second lot of the highway Lugoj-Deva. The three segments (A,B,C) and Nod Margina was opened to circulation only after CNAIR made the technical expertise regarding the quality of the works, and the constructor (The Association Salini Impregilo SpA – S.E.C.O.L SpA) was required to offer the supplementary guarantee for four years for certain works. Starting with December 2015 this was practically the first inauguration of a new sector of highway and made that the number of km on roads of high speed on which they circulate to be now in Romanian 748’ the CNAIR press release says.
In November this year there were received another 8.7 km of highway for the sector Gilau-Nadaselu. This sector will be open to circulation only next year, after the finalisation of the works starting in 2017 at the bridge which crosses Somesul Mic, to continue A3 to Campia Turzii. The works for this bridge were stopped since the resiliation of the contract with the American company Bechtel, on the Transilvania Highway. Through the new strategy for projects, adopted in 2017, CNAIR managed to deblock the documentation and to sign in October this year with an entrepreneur who resumed the works. Thus, the objective is estimated to be open to circulation in August next year’ CNAIR says.
As regards the works for the projects for highways under execution, ‘ it was obtained this year an important progress on the majority of sites. This is due to the strategy of CNAIR SA which starting with this year has started to follow carefully and permanenty the evolution of the works on the sites.’The company says that ‘although it is less visible for the public opinion, the evolution of the works is practically translated into practice in km of highway. A big part of the works started years ago had in 2017 the highest progress’.
Out of all the projects of highways under construction at this moment, the most advanced is that of lot of the highway Sebes-Turda, which at present is almost finalised. ‘ Started from a stage of 65% at the beginning of the year, the works evolved this year with 35%. The circulation on this lot could have been opened if the entrepreneur had executed all the works as the project said. But CNAIR SAhad to postpone for January 2018 the reception to the finalisation of the works for this lot, after the commission for pre-reception saw there are unfinalised works or which did not follow the technica project. Unfortunately, these issues made it impossible to finally receive the lot of 12.45 km, according to the present legislation in the domain’ CNAIR said.
Lot 4 of the same highway started from a physical status of the works of 60% in January and reached 95% recording this year a progress of 35%. According to CNAIR this ‘ sector included is going to be received next year, after the finalisation of all works’.
A significant evolution (32%) was recorded this year and the lot 2 of Sebes-Turda highway where the stage of the works reached 48% against 16% in January 2017. CNAIR estimates that this lot will be opened to circulation next year. These lots of highway will have their contracts signed in 2014 and the annual average evolution of the works was, until the beginning of 2017 between 16% and 22%.
‘The works for sector 4 of the highway Lugoj-Deva went forward with 25% this year, starting from 48% in January and getting to a physical progress of 73% at present. This sector could be more advanced if in the previous years they had solutioned the problem of the cave with bats in Soimus, which stopped the works for a long period of time’ CNAIR says.
‘By the change of the way of approaching problems, CNAIR SA managed in 2017 to relocate the bats from the respective cave and thus in September they could offer the builder the legal permission to resume works. The contract for this project was signed in 2013 and the average annual evolution of the works until January 2017 was 12%’ the press release says.
As regards the highway Brasov – Targu Mures – Cluj-Oradea, the works on the sector Ogra-Iernut went from 0% at the beginning of the year to 36% at present. The contract was signed in 2016. ‘ The sector Iernut-Chetani of the same highway went from 0% to 20% this year, and the sector Chetani- CampiaTurzii recorded a progress from 0% to 5%. This is as the authorisations for building could be issued for the two sectors in May, November respectively this year, after the elimination of some blockage created in the previous years’ CNAIR said..
The total length of the three sectors of the highway Brasov- Targu Mures-Cluj-Oradea surpasses 37 km.
The highway Brasov-Targu Mures-Cluj-Oradea, the works for the sector Ungheni-Ogra with a length of 10 km progressed this year from 17% to 60% with an evolution of 43 percentage points starting from the beginning of the year. The contract for this project was signed in January 2016 and until January 2017 progressed with only 17 points.
The sector Gilau-Nadaselu which at the beginning of the year had a physical progress of 87% the works were finalised and accepted. The contract for the sector Gilau – Nadaseu was signed in 2014 and the annual average of the works until 1 January 2017 was 29%.
The sector Bucuresti – Ploiesti of the highway Bucuresti – Brasov, the works between the interchange from the ring road Bucuresti and Moara Vlasiei went forward from 21% to 65% after the issues which blocked the projects were solutioned in July, so that the works could continue for the passage over the railroad Bucuresti –Constanta. The progress rate of the works was 44% against the evolution of only 21 percentage points calculated since the signing of the contract, in February 2016’ CNAIR says.
This year was offered attention to the rehabilitation, consolidation and modernisation of the national roads, by-passing roads and bridges. ‘ As a result of the investments on 212 km of national road better conditions for traffic and confort were ensured’’ the administrator of road network says.
Among the 190 km of national road which were rehabilitated is DN 66 (between Rovinari and Petrosani) which starting this year offers a road connection more sure between Oltenia and Transilvania through the Jiu Gorges.
After a long period of stagnation, which ‘ created discontent,justified among the citizens’ was finalised this year the rehabilitation DN76 (between Soimus and Brad).
‘Similarly, the rehabilitation of DN56 (between Craiova and Galicia Mare) and DN18 (between Baia Mare and Sighetu Marmatiei) offer more safety and confort to the participants to the road traffic, starting this year. To these km of national road rehabilitated there is the consolidation of DN16 and DN7 as well as the construction of the sector 2 of the Brasov ringroad’ CNAIR says.
According to the quoted source ‘ the safety and confort conditions increased this year on the sector between A1 and DN7of the ringroad Bucuresti, after finalising the works for the passage which cross the Apa Nova aquaducts at km 57 and 58. Practically, by the finalisation of these works, the whole ringroad in North-West of the capital city has four lanes’ .
This year was also finalised the consolidation of the bridge in Aninoasa on DN 66A of the bridge in Nicolint, on DN57 and aquaduct over the edge of lake Cozia on DN7.
There are a series of projects for national roads, with a total length of over 480 km whose rehabilitation ‘ had an important progress in 2017’. Thus CNAIR this year recorded stages of execution of the rehabilitation works over 92% and 98% respectively, of the two sections of DN 56 Craiova-Calafat, with a length of 84 km.
The works of rehabilitation of three sections of DN 76 Deva-Oradea with a length of over 184 km, reached this year progress between 81% and 98% which makes it possible to travel in superior conditions starting next year.
‘An important progress was recorded on DN 18 where the rehabilitation of the sections Moisei-Borsa, Borsa-Sesuri and Sesuri-Carlibaba reached physical stage of the works between 50% and 70% although at the beginning of the year there were litte stages, between 2% and 5%’ the CNAIR shows.
Important is the evolution from 0% to 10% of the rehabilitation works on the sector Carlibaba-Iacobeni of DN18.’together all the four sectors of the national road, between Moisei and Iacobeni, have a length of over 88 km’ the company says.
The construction of the 9 bypass roads was resumed, after solving a series of issues which blocked the projects. ‘ With a length of over 100 km, there are under execution the works of the bypass roads of Caracal, Carei, Brasov, Sacuieni, Tecuci, Targu Jiu, Bacau, Mihailesti and Targu Mures. The physical progress of the works to these projects is covered at present between 19% (the bypass variant of Mihailesti) and 99% ( the bypass of Brasov, sector 2).
In 2017 the bid for the contract for the ringroad of Bacau was resumed, which had been stopped in the spring of this year.
This year was approved the place for the starting of the bypass of SatuMare with a length of approximately 20km, objective which is under drafting.
CNAIR SA shows that they started in 2017 a series of actions regarding the maintenance of the highways and national roads as well as the improvement of the safety and confort conditions. In this context, ‘ there were made over 4,827 km of road markings, 22,390 road signs were acquired and 30,208 m of New Jersey bulwarks and 99,207 m of metallic breastworks.
Similarly, there were experimentally placed cable breastworks in Afumati’ CNAIR says.
Among the activities developed on highways and national roads there is ‘ the application of road seals on a surface of 2,888,065 square metres, the treatment of the road on a surface of 50,355 sqm and the shoulders on a surface of 108,751 sqm.
CNAIR mentions the preparation for the removal of the snow this winter which meant the acquisition of 300,000 tons of salt, the signing of the framework agreements and the annexes, the checking of the equipments destined for these actions.
To all this, according to CNAIR the projects of almost of 4 billion euro launched in 2017 in bid started by CNAIR SA which represent a premiere in the domain, in the last 27 years. By the launching of some bids this year, there is a new working front for hundreds of km of modern infrastructure which will be built in the next years.
